Taxis have made their debut in Phan Thiet, making it easier to get between Phan Thiet and the hotels out on the Cape. Flagging one down, even in town, is extremely unlikely, so it's best to call. Expect to pay about 80,000 VND (US$5) each way between most hotels and town. Your hotel will gladly arrange a roundtrip for 200-250,000 VND. (If you don't have a mobile phone the extra $5 is worth it for the convenience!) Cyclos and Honda Om are available in downtown Phan Thiet. Out on the Cape several hotels have motorbikes and mountain bikes available for rent to their guests.
